Security

Larry Logsdon, our Security Coordinator, and his team patrol throughout our neighborhood four times a day.  In an emergency call 911.  Later, please inform Larry, so he can be fully aware of any security concerns in our neighborhood.

The holidays are closing in.  Please remember to keep presents away from windows in your house and to place packages in your car trunk when shopping.  This is also a good idea if you must leave packages in your car overnight when you are at home.  Let’s also make it a habit to never leave car keys in the ignition.  And never leave a car unlocked if you are warming up your engine before leaving home.  It takes only a few seconds for someone to steal a car.  An unlocked car is an invitation for trouble.

Snow Plowing

Bill Fritchley (of Ranger Enterprises), our privately contracted plow operator will again be clearing our streets this winter.  When the snow depth reaches 3 inches our streets will get first priority.  If you would like your driveway cleared, for an additional fee, please call Bill at 892-4224 and get on his list.  If you get stuck in your drive and need assistance, Bill says to call him on his cell phone at 513-4224.

Cheswick Update

As of mid November, 19 of the available 98 home sites in phase one of the Cheswick Place development have been sold.  Thirteen sales have been made on lots backing Melbourne Road and Lincoln Road.  Three of the five lots located behind the detention pond along 38 Street have been purchased.  It is expected that construction of a model home to be located at 39th Street and Kessler–next to the woods–will begin this week.

The SOT Committee worked hard to obtain promises from Bay Development regarding the replacement of trees that were cut down.  The Liason Committee will be diligently working to see that the promises (which are legally binding) will be kept.  For more details, you are encouraged to contact a member of the Board or to visit the sales trailer at the corner of Lincoln and 39th Street.

Sewer News

If you are in Phase 1 of the sanitary sewer project (the northern part of the NEHA area) you have until January 6, 2005, to connect to the sewer.  You should have received and returned forms to select a payment plan for your assessment.  If you did not receive or have not yet returned these forms, please call the Barrett Law Office at 327-3872 immediately.

Phase 2 (the southern part of the NEHA area) will be bid in January, 2005. Construction is expected to begin in April, 2005, with hookups and assessment fees probably required sometime in 2006.  The city should repave the streets after all hookups have been completed.

Residents in phase 2 can get up-to-date information regarding the construction of sewers via the internet.  The Barrett law web site is www.indygov.org, Department of Public Works.  Then log onto the Barrett Law page.  If you have a specific question, concerning the Barrett law or the sewer project, you can telephone 327-4872 or 327-8314 option 5.

Planning has also been done for an improved  storm water drainage system, but funding to proceed with it is presently unavailable.

DUES

Membership request notices will be distributed in January.  The NEHA board, most of whom were members of the Save Our Trees Committee--is encouraging everybody to join.  Membership fees are $50 per six months, payable twice per year.    The cost for neighborhood security is the major annual expense we incur each year, followed by snow removal.  Without adequate membership, it will be necessary to curtail one or both of these services.  Our security officers patrol each street four times per day in both marked sheriff  cars and unmarked cars.  The co-presidents of NEHA met with Larry Logsdon, our security coordinator and are impressed with the services provided.  Therefore it is the Board’s intention to retain his services unless there are insufficient funds in the treasury to cover his fee.  Yes, there are security services available at a lesser charge, but their services are quite inferior to the security that Larry and his officers provid to us.  It should be noted that all his employees are Marion County Sheriff deputies who patrol our neighborhood on their off duty hours.

YOUR NEW BOARD OF DIRECTORS

We are committing ourselves to democratically representing the Northern Estates Homeowners in a way that you feel is in your best interest.  Gene, Jon, Linda, Tommie and Jeff were all active in the Save Our Trees Effort.  The other Board members listed in this newsletter were selected and elected to serve on the Board because of their desire to serve their neighbors.  Each of them will welcome any comments you have regarding how your dues are being utilized and are quaite capable of fielding any question you may have ranging from sewers to Cheswick Place.  Please feel free to call upon any of us with questions, comments, or concerns.

LIASON COMMITTEE UPDATE

As of November 19, 2004, nineteen homes were sold in the new development, Cheswick Place.  Eleven of them are at the northern edge of the former cornfield.  Three of them are located by the detention pond immediately adjacent to 38th Street.

For more details, you are encouraged to contact a member of the Board or to visit the sales trailer at the corner of Lincoln and 39th Street.

The Board is already planning our summer festivities.  If you still have your flag from last Fourth of July, DO NOT DISPOSE OF IT.  We may be able to reuse it this year.

There is no money available at present to proceed with the storm water drainage plan.

If you attended the Annual Meeting in October you know that there are major changes in the Northern Estates Board.  Several of the persons active in the Save Our Trees (SOT) effort volunteered for the Board and were elected.  Let us introduce ourselves:

The next NEHA Board meeting is scheduled for January 11.  Visitors are welcome, but should contact a Board member several days prior to the meeting.

Each of them will welcome any comments you have regarding how your dues are being utilized and are quite capable of fielding any question you may have ranging from sewers to Cheswick Place.

We will again be utilizing the services of Bill Fritchley (of Ranger Enterprises) to do the snow-plowing this winter.  If you wish to have your driveway plowed (for an extra charge) you will need to contact Bill Fritchley directly at 892-4224.

The new Board looks forward to working with Larry Logsdon, our Security Coordinator again next year.
